In March 2022, the European Commission, in response to Russian Federation‘s war in Ukraine, launched a special call for proposals under the Technical Support Instrument (TSI) to support Member States in their efforts to receive and include people fleeing Ukraine. The Migration Office of the Ministry of Interior of the Slovak Republic (Migration Office) also requested this support.
Based on the request of the Migration Office of the Ministry of Interior of the Slovak Republic, the technical support project „Strengthening coordination on inclusion of third-country nationals in Slovakia“ was established. Within this project, the International Organization for Migration (IOM) in cooperation with the European Commission‘s Directorate-General for Structural Reform Support (DG REFORM) provided technical support to the Migration Office. The technical support was aimed at improving the inclusion of foreigners in Slovakia, with special focus on inclusion of temporary protection holders from Ukraine.
As part of the project, three analytical documents were developed:
- Strengthening the inclusion of temporary protection holders and foreigners in the Slovak Republic – Comprehensive Analysis Report
- Strengthening the inclusion of temporary protection holders and foreigners in the Slovak Republic – Roadmap of Priority Measures
- Strengthening the inclusion of temporary protection holders and foreigners in the Slovak Republic – Feasibility Study
The aim of the documents is to provide relevant stakeholders with comprehensive information regarding the state of inclusion of foreigners (temporary protection holders) in the Slovak Republic and to propose recommendations for strengthening the current system.
The documents were developed using a combination of quantitative and qualitative research methods, relying on primary and secondary data and information obtained from available legislative and strategic interviews with stakeholders involved in the integration of temporary protection holders and foreigners from non-EU/EEA countries, and information collected during study visits to two EU Member States (Czech Republic, Portugal). The research and subsequent analysis took place between June 2022 and June 2024.
Strengthening the inclusion of temporary protection holders and foreigners in the Slovak Republic – Comprehensive Analysis Report
The Comprehensive Analysis Report contains the main findings from comprehensive analysis of the current state of migrant inclusion in Slovakia, responds to the recommendations of European Commission to Member States formulated in the Action Plan on Integration and Inclusion 2021 – 2027 and proposes measures that should be implemented to improve the inclusion of temporary protection holders in the country. The proposed measures are of a recommendatory nature.
The Comprehensive Analysis Report analyses the institutional framework for the integration of foreigners, access to information, access to accommodation, access to education, access to healthcare, access to the labour market and access to social security.
The Comprehensive Analysis Report includes an annex, which is the Analysis of the fiscal and economic impacts associated with the presence of temporary protection holders in Slovakia.

Strengthening the inclusion of temporary protection holders and foreigners in the Slovak Republic – Roadmap of Priority Measures
The Roadmap of Priority Measures outlines seven priority areas that should be prioritized to ensure that the Slovak Republic provides inclusive conditions for temporary protection holders as well as other foreigners in the country.
Each priority area consists of proposed measures that are of a recommendatory nature. These measures also specify the relevant stakeholders who should be involved in their implementation, provide an estimated timeframe for completion, outline the associated financial requirements, and detail the necessary steps for successful execution. The timeframes proposed in the document were set during the preparatory period and updated to reflect the first half of 2024. Since the publication was released in the fourth quarter of 2024, some recommended timeframes may no longer be current. However, the proposed timeframes reflect the urgency and priority of these measures as assessed at the time of preparation.
